04 Feb E-invoicing, new European standard in public procurement
Following its date of publication within Legislator Official Journal (“Gazzetta Ufficiale”), the Legislative Decree 27 December 2018, n. 148 prescribes that Italy accepts the obligation to receive electronic invoicing in accordance with the European standard in public procurement.
In detail, the decree acknowledges the obligation to receive invoices electronically under the European electronic invoice standard EN16931, implementing the directive (EU) 2014/55 of the European Parliament and of the Council of 16 April 2014 on electronic invoicing in public procurement. The obligation applies to all contracting authorities and work and safety contracts to send invoices electronically .
Effective on 1 February 2019, from 18 April 2019, contracting authorities and contracting entities are standardized for electronic invoicing in public procurement; for sub-central entities have time until 18 April 2020.
For the purpose of implementing the regulatory obligations, a permanent technical table for electronic invoicing will be established, which will be responsible for updating the technical regulations and monitoring their correct application.
