14 Sep Italian tender public procurement process will be digitized soon
From the 18th October the communications process between procuring entities and companies throughout tender process will be completely electronically (in accordance with the European Directive 2014/24 / EU).
Therefore, the European Single Procurement Document (ESPD) must be presented exclusively in electronic format to contracting authorities; the procuring entities will have to set up telematics platforms in order to manage the tenders process as required by the law (Code of Public Contracts from Article 40, paragraph 2 of Legislative Decree No. 50/2016).
There are some special exceptions (Article 52, paragraph 1, of the Code of Public Contracts) in which the digitization process cannot be followed. For example, in the case of special contracts or in case of sensitive information which protection cannot be fully guaranteed by electronic procedures.
The shift from paper to digital process will bring significant benefits as considerable decrease in tenders participation costs but also a higher level of transparency in the management of public procurement by all the actors involved.
