Public Administration digitises orders to suppliers with the NSO

The Italian Public Administration is now ready to extend the orders dematerialization to the entire National Health System.
Following the experience on B2G e-invoicing, the purchase cycle dematerialization in Emilia Romagna Region and thanks also to technologies and standards such as SDI, XML PA, UBL, Peppol the MEF (Ministry of Economy and Finance) has chosen a rapid start in the digitization of orders issued by the PA.
According to Legge di Bilancio 2018 the Art. 41, paragraphs 7-8-9-10-11, by 2018 all National Healthcare System suppliers must be structured in order to receive orders elcetronically through the Nodo Smistamento Ordini (NSO). NSO is a new technology channel that the PA has prepared for sending orders to its suppliers.

The same electronic format can also be transmitted via alternative technological channels such as PEC, AP Peppol etc.
The MEF has scheduled the pilot project phase starting from the end of January 2018.
Various companies have already chosen the TESISQUARE® platform, in particular the pharmaceutical and biomedical sector, to complete the tests required by the Public Administration in time for the effective launch of the NSO platform.
The standard chosen by the Public Administration is the European PEPPOL standard.

In addition to the order, it will be possible to manage different types of messages, such as disclaimer notifications, delivery notifications (delivery notifications, receipt of delivery, non-delivery and proof of successful transmission of the message with non-delivery), notifications of interview with the receiver (notification of the recipient outcome and notification of the outcome of the receipt) and the notification of the outcome.
At the end of the project, the Italian Public Administration will be able to send orders to its suppliers exclusively in electronic mode, thus abandoning the sending of orders in the traditional way, making the process quick, effective and traceable with savings in terms of management costs such as order entry.
